Joe’s responsibilities with Federal projects in our Community Studio have included all aspects of project management: contract negotiations, scheduling, design and design development, budget management, construction document supervision, specifications, cost estimating and consultant coordination.

As Architect and Principal in Charge of HBA’s Federal DoD work, Joe has been responsible for managing 11 consecutive IDIQ’s for NAVFAC LANT and NAVFAC MIDLANT over the past 23 years in addition to Design Build projects for all branches of the military. Projects and Task Orders have exceeded 250+ including multiples for the US Army, US Navy, and US Marine Corps in Virginia, North Carolina, South Carolina and Georgia. He has also been responsible for additional TO’s for the Navy and NEXCOM (through NAVFAC LANT) in Virginia, Maryland, Connecticut, Rhode Island, Florida, California, and Hawaii, as well as overseas in Rota, Spain and Yokosuka, Japan.

Joe received the DoD Value Engineering award for HBA’s Function Analysis Concept Development (FACD)’s processes that HBA performed for NAVFAC MIDLANT. He has participated in 55 of HBA’s FACD’s and Design Charettes, and has facilitated over 30.

Joe was recently selected as the SAME Architect of the Year by the Hampton Roads SAME Post.
