Joseph D. Bovee, AIA Mr. Bovee’s responsibilities with Government projects have included all aspects of project management: contract negotiations, scheduling, design and design development, budget management, construction document supervision, specifications, cost estimating and consultant coordination. As the primary point of contact for all of HBA’s DOD projects, Mr. Bovee is familiar with LANTDIV and base personnel policies and procedures. He is conversant with several BEAPs (Base Exterior Architectural Plans), current AntiTerrorism/ Force Protection Guidelines and construction techniques for Virginia and North Carolina. He has also managed several projects utilizing the Navy’s NAVFAC Metrification Conversion Policy, and he is familiar with the current National CADD Standards. Mr. Bovee has participated in all 14 of HBA’s FACD’s and Design Charrettes for LANTDIV (12 for Marine Corps MCON projects in North Carolina). In addition, Mr. Bovee has taken part in several research trips to facilitate a thorough understanding of user/ facility needs during the design development phase of several projects. One such study included trips to Hill AFB, Utah, and Sikorsky’s Headquarters and Manufacturing Facility in Connecticut.
